Seeds of communal division were sown in the all-party conference held in Calcutta in December 1928, when it discussed at length the Draft Constitution. Mohammed Ali Jinnah proposed several amendments to give it a pro-Muslim tilt, all of which were rejected. He brought forth fourteen points claiming separate electorate, reservation of one-third seats for Muslims, full religious liberty, adequate safeguard for minorities etc.
